The main functions of SCCB according to the Statutes are:
To ensure state control of construction works and commissioning of buildings:
a. construction of new public buildings and reconstruction of commissioned public buildings designed to admit more than 100 people;
b. construction of such structures subject to the environmental assessment procedure as prescribed by the Law «On Environmental Assessment Procedure», Clause 4, Section 1, Article 1;
c. construction of new buildings/ structures or reconstruction of commissioned structures/ buildings if the initiator of construction is a local municipality and the construction works contract price is >1,5 million EUR;
To ensure inpection and operational supervision of public buildings.
To organize appraisal of design and buildings.
To ensure methodical assistance on matters within SCCB competence.
To provide certification of construction experts and supervision of permanent practice in the specialty of construction expertise.
To deal with applications and complaints of legal/ physical persons regarding significant violations of regulatory enactments in the construction process or in cases where the construction has caused or may cause hazards or significant damage to the life, health, property or environment of a person.
Regulations of the Cabinet of Ministers No.576 defines the functions of SCCB to be performed according to the following plan:
starting from January 1, 2015, the SCCB assures inspection and operational supervision of public buildings;
starting from July 1, 2015, the SCCB assures state control of construction works and commissioning of buildings;
starting from January 1, 2016, the SCCB provides certification of construction experts and supervision of permanent practice in the specialty of construction expertise;
starting from January 1, 2017, the SCCB provides administration of the Building Information System.
From Jaunary 1st 2020 The State Construction Bureau (SCCB) of Latvia starts to administrate the energetics policy of the Republic of Latvia. Starting from 2020 year, the SCCB performs monitoring and control of the mandatory procurement of electricity, administration of energy-efficiency issues, monitoring and control of the fulfilment of transport energy conditions, and administration of petroleum product issues, as well as provides a commerce service of a protected user. The said functions are taken over from the Ministry of Economics in order to implement more efficient control of the national aid system and separate policy-making from monitoring.
